The role of the Municipal Clerk is a diverse one encompassing a number of responsibilities serving all levels of the government. Monroe Township is a Faulkner Act form of government with the Clerk’s Office being under the Legislative branch of government. This office is often referred to as the “Hub of the Township” as all municipal records such as minutes, books, bonds, contracts and archival records are stored in this office.

The “CORE” duties of the Clerk include such tasks as serving in the capacity of “Secretary of the Municipal Corporation” as custodian of the Municipal Seal, “Secretary to the Governing Body” responsible for the preparation of meeting agendas, keeping official records of the proceedings of every meeting, responsible for legal advertisements, administer and records oaths of office, and act as liaison to the public on behalf of the Governing Body. The Clerk also acts as the Chief Administrative Officer of all Elections, Chief Registrar of Voters and any other duties that may be imposed by statute.

The Clerk’s Office is the issuing authority for various licenses and registrations. Dog & Cat Licensing, Liquor Licenses, Bingo & Raffle, Licenses, Carnival, Circus, and Amusement Licenses, as well as Alarm registrations both residential and commercial. The Township Clerk is also appointed as the “Municipal Search Officer” for the Township of Monroe.

The Clerk’s Office handles a large variety of miscellaneous duties for the various offices in the township such as: outgoing mail for the municipal offices. There is also a great deal of communication and cooperation with each and every office throughout the township.

The Township Clerk’s Office is staffed with the Township Clerk, Deputy Clerk and Office Assistants. In the absence of the Township Clerk, the Deputy shall be able to perform the functions and the duties of the Clerk. The Deputy Clerk also serves as the Secretary to the Ordinance Committee who handles all aspects of the procedure with respect to approval of all local ordinances.

The Township Clerk’s Office is a professional office that strives to accommodate the needs of the Township residents while serving Council, Administration and all other offices with professional, efficient, and friendly service.

The Municipal Clerk’s Office acts as Secretary to the Governing Body and works closely with Council members to provide Monroe Township residents with various information and services. The staff consists of the Township Clerk, Aileen Chiselko, Deputy Clerk, Jennifer Harbison and Office Assistants, Lisa Christman and Gabrielle Bates, who are always glad to assist all residents with any concerns they may have to direct to Council and for assistance of any kind. Information on Township resolutions and ordinances along with official minutes may be obtained in the Clerk’s Office. Public Information Request Forms according to NJSA47;-1A2 are to be obtained and completed in the Clerk’s Office for all departments.

LICENSING:

Alarms Licenses must be registered in the Clerk’s Office to ensure accurate and concise response by the Police Department. A one time fee of $35.00 is required. Applications are available in the Clerk’s Office or you may click here to obtain a printable version from this website.

Dog and Cat Licenses required by the State may be purchased in the Clerk’s Office at a cost of $5.00 per license for a spayed/neutered cat, $8.00 per license for a non-spayed/neutered cat, $10.00 per license for a spayed/neutered dog, and $13.00 for a non-spayed/neutered dog. Late fee of $5.00 is charged after March 31 of each new year.

Bingo & Raffle License applications can be obtained in the Clerk’s Office. Any organization planning to conduct a bingo/raffle must make application for not only the required license but they must secure an Identification Number from Legalized Games of Chance. The Clerk’s Office will be happy to assist with any questions on the procedure.

The Clerk’s Office is also responsible for issuing the following: Alcoholic Beverage Control (Liquor Licenses), Sand Mining Permits, and Social Affairs Permits.

    Voter Registration forms, name and address change forms and party declaration forms may also be obtained from the Clerk’s Office. The following is a list of the Polling Locations for the Township of Monroe that are utilized for Primary and General Elections only.
