NOTICE TO BIDDERS

The Township of Monroe invites sealed bids for:

 

Contract Name: LAND LEASE FOR CELL TOWER USE

 

Pursuant to N.J.S.A. 40A:12-13, the Township of Monroe, New Jersey, shall receive sealed bids for the lease of a 50-foot by 50-foot ground space with a 130-foot monopole structure. The monopole shall be designed to extend to a height of 150 feet for potential future wireless carriers at Block 9402, Lot 2, in the Township of Monroe, County of Gloucester, State of New Jersey, also known as 2090 W. Malaga Road, Williamstown, New Jersey 08094, at the Municipal Building located at 125 Virginia Avenue, Williamstown, New Jersey 08094, until November 6, 2025, 10:00 am prevailing time.

 

Sealed bids will be opened and read in public for consideration by the Township of Monroe, 125 Virginia Avenue, Williamstown, New Jersey 08094, on November 6, 2025 at 10:00 am prevailing time. All bids shall be received at the Township of Monroe Clerk’s Office in the Municipal Building any time prior to 10:00 am. Bids arriving after 10:00 am will not be accepted. Bids will be opened in the Joe Pace Meeting Room, located on the 2nd floor of the Municipal Building.

 

All bids shall be presented to the Township of Monroe by parties bidding or their agents previous to the time designated, or when called for by the Township of Monroe.

 

Bids shall be made on the standard proposal form and be enclosed in a sealed envelope addressed to the Township Clerk at the above address. The name and address for the bidder and the name of the item must be printed on the face of the envelope. One original and two copies of the bid proposal must be submitted. Bids will be rejected if not submitted within time, date and at the place designated.

 

In all cases, in which a bid is delivered by public or private mailing, or hand delivered, the following address and notation shall appear prominently on the front of the outside envelope:

Bidders who elect to utilize public or private mailing for delivery of bid assume the burden of correctly addressing the envelope.

 

The guaranty accompanying the bid proposal shall be given in the amount of ten percent (10%) of the maximum delivered price, but not to exceed twenty thousand dollars ($20,000), and may be given at the option of the bidder by a certified check or a bid bond from a reputable insurance company licensed in the State of New Jersey.

 

Bidders shall comply with the Affirmative Action Requirements of NJSA 10:5-31 et seq (P.L. 1975, C. 127); (N.J.A.C. 17:27), as amended from time to time, the Americans with Disabilities Act, and N.J.S.A. 52:25-24-2 P.L. 1977, Chapter 33.

 

The Township Council reserves the right to reject any and all bids for the above listed contract in whole and/or in part which do not comply with the specification and/or the statutory requirements. The Township Council reserves the right to waive informalities as the Township may deem to be in its best interest.

 

All Contract documents are to be submitted intact in accordance with bidder’s checklist. All erasures, interpolations, and other physical changes in the bid form shall be signed or initialed by the bidder.

NOTICE TO BIDDERS

 

PUBLIC NOTICE IS HEREBY GIVEN that sealed bids will be received by the Township of Monroe for the Jake’s Place Playground at the Pfeiffer Community Center in the Township of Monroe, Gloucester County, New Jersey.

 

Please be advised that State funds through the Green Acres Program are being utilized in this project.  Under N.J.A.C. 7:1-5, vendors currently suspended, debarred, or disqualified are excluded from participation on this project.

 

Bid forms, contracts and specifications are available by contacting Remington & Vernick Engineers.  Contact shall be made by phone or by email to make bid purchase arrangements.  At 856 795 9595 or by submitting RVEbidinterest@rve.com.

 

Said Bids will be received, opened and read aloud in public in the 2nd floor meeting room at the Municipal Building, 125 Virginia Avenue, Williamstown, Gloucester County, New Jersey 08094, on Wednesday, October 15, 2025, at 11:00 AM, prevailing time.

NO BIDS ARE TO BE PICKED UP AT THE ENGINEER’S OFFICE OR AT THE MUNICIPALITY OFFICES.

NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER’S OFFICE.

 

The Township of Monroe reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Monroe, in accordance with applicable law.

 

Bids must be on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon.  Said bids shall be addressed to Aileen Chiselko, Clerk, Township of Monroe, 125 Virginia Avenue, Williamstown, New Jersey 08094.

 

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Monroe in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid.  Any such bid bond shall be without endorsement or conditions.  Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

 

The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Monroe in a lawful manner.  The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Monroe in a lawful manner.  The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).

 

The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid.

 

The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

 

The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

Notice and Advertisement to Bidders

Notice is hereby given that the TOWNSHIP OF MONROE will receive bids for the “RE-BID – Pole barn MATERIAL delivery – Public Works Yard”, at the Monroe Township Municipal Building, at 125 Virginia Avenue, Williamstown, County of Gloucester, NJ. BIDS ARE DUE NO LATER THAN WEDNESDAY, OCTOBER 15, 2025 AT 10:00 AM.  Each bid shall remain sealed, to be opened and read at the Monroe Municipal Building, 125 Virginia Avenue, Joe Pace Meeting Room, 2nd Floor, Williamstown, NJ 08094 on Wednesday, October 15, 2025 at 10:00 a.m. prevailing time. All bids shall be presented to the Township Clerk before this time.

 

The proposed work includes the following major items:

 

  • Shop drawings and NJPE signed and sealed plans & calculations for permits
  • Design of one 50’x130’ Public Works Vehicle Storage Building to be erected by OWNER
  • Delivery and unloading of all MATERIALS including appurtenances
  • No labor or equipment for erection – material delivery only
  • Attendance at two project meetings on-site with Owner’s Erection Crew
  • Provide full warranty package. Prevailing Wages not required

 

Specifications and Proposal Forms may be secured by prospective bidders during business hours (7:30 a.m. to 4:30 p.m. Monday thru Thursday; 7:30 a.m. to 11:00 a.m. Friday) at the office of Bryson & Yates Consulting Engineers, LLC, 307 Greentree Road, Sewell, NJ, upon payment of $50.00 to cover reproduction and binding costs, in accordance with NJSA 40A:11-4.5(a); and can be obtained up to 48 hours prior to the time set for the opening of the bids. Alternatively, specifications can be sent via FedEx, or other courier, for an additional $25.00 to cover shipping and handling.

 

Prospective bidders may obtain full package of original bid documents via pdf format upon formal written request, ONCE added to the Official Bidder’s List.  These PDFs are NON-TRANSFERABLE to any other prospective bidders.  No refund shall be made for the return of such documents. Each proposal bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the amount of the bid, of which, the amount of the bond or certified check need not exceed $20,000, made payable to the TOWNSHIP OF MONROE. All blank spaces in the proposal, except as otherwise noted, must be filled in; and no change shall be made in the phraseology of the proposals or of the item mentioned. All information that may be requested of the bidder in these specifications shall be included with this proposal. All erasures, interpolations, or other physical changes on the bid form shall be initialed or signed by the bidder.

 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963. The contractor is further notified that he must submit proof of a New Jersey Business Registration Certificate and submit proof of business registration for any named subcontractors in accordance with the act. This contract is subject to the provisions of the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1, et seq.

Each bid must be enclosed in a sealed envelope, bearing the name and address of the bidder, and labeled “RE-BID – Pole barn MATERIAL delivery” and shall be addressed to the Township, Aileen Chiselko, RMC.   BIDS ARE DUE NO LATER THAN OCTOBER 15, 2025 AT 10:00 AM.
