The role of the Munic­i­pal Clerk is a diverse one encom­pass­ing a num­ber of respon­si­bil­i­ties serv­ing all lev­els of the gov­ern­ment. Mon­roe Town­ship is a Faulkner Act form of gov­ern­ment with the Clerk’s Office being under the Leg­isla­tive branch of gov­ern­ment. This office is often referred to as the “Hub of the Town­ship” as all munic­i­pal records such as min­utes, books, bonds, con­tracts and archival records are stored in this office.

The “CORE” duties of the Clerk include such tasks as serv­ing in the capac­ity of “Sec­re­tary of the Munic­i­pal– Cor­po­ra­tion” as cus­to­dian of the Munic­i­pal Seal, “Sec­re­tary to the Gov­ern­ing Body” respon­si­ble for the prepa­ra­tion of meet­ing agen­das, keep­ing offi­cial records of the pro­ceed­ings of every meet­ing, respon­si­ble for legal adver­tise­ments, admin­is­ter and records oaths of office, and act as liai­son to the pub­lic on behalf of the Gov­ern­ing Body. The Clerk also acts as the Chief Admin­is­tra­tive Offi­cer of all Elec­tions, Chief Reg­is­trar of Vot­ers and any other duties that may be imposed by statute.

The Clerk’s Office is the issu­ing author­ity for var­i­ous licenses and reg­is­tra­tions. Dog & Cat Licens­ing, Liquor Licenses, Bingo & Raf­fle, Licenses, Car­ni­val, Cir­cus, and Amuse­ment Licenses, as well as Alarm reg­is­tra­tions both res­i­den­tial and com­mer­cial. The Town­ship Clerk is also appointed as the “Munic­i­pal Search Offi­cer” for the Town­ship of Monroe.

The Clerk’s Office han­dles a large vari­ety of mis­cel­la­neous duties for the var­i­ous offices in the town­ship such as: out­go­ing mail for the munic­i­pal offices. There is also a great deal of com­mu­ni­ca­tion and coop­er­a­tion with each and every office through­out the township.

The Town­ship Clerk’s Office is staffed with the Town­ship Clerk, Deputy Clerk and Office Assis­tant. In the absence of the Town­ship Clerk, the Deputy shall be able to per­form the func­tions and the duties of the Clerk. The Deputy Clerk also serves as the sec­re­tary to the Ordi­nance Com­mit­tee who han­dles all aspects of the pro­ce­dure with respect to approval of all local ordinances.

The Town­ship Clerk’s Office is a pro­fes­sional office that strives to accom­mo­date the needs of the town­ship res­i­dents while serv­ing Coun­cil, Admin­is­tra­tion and all other offices with pro­fes­sional, effi­cient, and friendly service.

The Munic­i­pal Clerk’s Office acts as Sec­re­tary to the Gov­ern­ing Body and works closely with Coun­cil mem­bers to pro­vide Mon­roe Town­ship res­i­dents with var­i­ous infor­ma­tion and ser­vices. The staff con­sists of the Town­ship Clerk, Susan McCormick, Deputy Clerk, Sharon Wright and Office Assis­tants, Karen Slade and Aileen Woj­ciechowski who are always glad to assist all res­i­dents with any con­cerns they may have to direct to Coun­cil and for assis­tance of any kind. A Clerk’s Infor­ma­tion Book­let is avail­able to all res­i­dents, some points of inter­est included in this infor­ma­tive hand­out: gen­eral infor­ma­tion on the form of gov­ern­ment, brief syn­op­sis of all Town­ship Depart­ments, Boards and Com­mis­sions, per­ti­nent infor­ma­tion regard­ing churches, and schools in the area, and vot­ing infor­ma­tion. Addi­tion­ally, a brochure detail­ing the pro­ce­dures of a Mon­roe Town­ship Coun­cil Meet­ing is also available.

Infor­ma­tion on Town­ship res­o­lu­tions and ordi­nances along with offi­cial min­utes may be obtained in the Clerk’s Office. Pub­lic Infor­ma­tion Request Forms accord­ing to NJSA47;-1A2 are to be obtained and com­pleted in the Clerk’s Office for all departments.

LICENSING:

Alarms Licenses must be reg­is­tered in the Clerk’s Office to ensure accu­rate and con­cise response by the Police Depart­ment. A one time fee of $35.00 is required. Appli­ca­tions are avail­able in the Clerk’s Office or you may click here to obtain a print­able ver­sion from this web­site.
Dog and Cat Licenses required by the State may be pur­chased in the Clerk’s Office at a cost of $5.00 per license for a spayed/neutered cat, $8.00 per license for a non-spayed/neutered cat, $10.00 per license for a spayed/neutered dog, and $13.00 for a non-spayed/neutered dog. Late fee of $5.00 is charged after March 31 of each new year.

Bingo & Raf­fle License appli­ca­tions can be obtained in the Clerk’s Office. Any orga­ni­za­tion plan­ning to con­duct a bingo/raffle must make appli­ca­tion for not only the required license but they must secure an Iden­ti­fi­ca­tion Num­ber from Legal­ized Games of Chance. The Clerk’s Office will be happy to assist with any ques­tions on the procedure.

The Clerk’s Office is also respon­si­ble for issu­ing the fol­low­ing: Alco­holic Bev­er­age Con­trol (Liquor Licenses), Sand Min­ing Per­mits, and Social Affairs Per­mits.VOTER INFORMATION:
