The Human Resources Depart­ment is respon­si­ble for the coor­di­na­tion of all issues relat­ing to our cur­rent Town­ship employ­ees and those seek­ing employ­ment with the Town­ship. Some of these respon­si­bil­i­ties include main­tain­ing an active data­base and file sys­tem on the near 250 full and part time employ­ees and admin­is­ter­ing the Town­ship pro­grams for employee health, den­tal, pre­scrip­tion and life insurance.

The depart­ment also coor­di­nates work­ers com­pen­sa­tion insur­ance for all employ­ees and the approx­i­mately 300 vol­un­teers in the areas of emer­gency ser­vices, along with all gen­eral lia­bil­ity and prop­erty dam­age claims of which there are approx­i­mately 150 per year.

Mon­roe Town­ship is one of the few Civil Ser­vice Com­mu­ni­ties in the Glouces­ter County area, along with being a union shop. There­fore, Human Resources is respon­si­ble for the coor­di­na­tion and report­ing of all job actions to the State of New Jer­sey. Mon­roe has a res­i­dency restric­tion for the major­ity of Town­ship posi­tions, mean­ing that almost all jobs must be filled by res­i­dents, with cer­tain spe­cific exceptions.

Being a Civil Ser­vice munic­i­pal­ity, Mon­roe oper­ates under the juris­dic­tion of the New Jer­sey Depart­ment of Per­son­nel (DOP). The NJ DOP has estab­lished and main­tains a per­son­nel sys­tem that pro­vides a fair bal­ance between man­age­r­ial needs and employee pro­tec­tion for the effec­tive deliv­ery of pub­lic ser­vices. The NJ DOP reg­u­lates the employ­ment, tenure, and dis­charge of Mon­roe Town­ship employees.

Chris­tine Scola is serv­ing the Town­ship in the Human Resources depart­ment. She was hired in 2002, becom­ing full time in 2003 to aid in the department’s grow­ing respon­si­bil­i­ties, espe­cially claim coor­di­na­tion. In 2011, she was appointed the Mon­roe Town­ship claims coor­di­na­tor. Chris­tine has attended SHRM/PHR prepa­ra­tion courses at Rowan Uni­ver­sity and holds a Bachelor’s degree from Rut­gers University.
