As Business Administrator for the Township of Monroe, Kevin Heydel is responsible to coordinate and integrate all the activities associated with municipal affairs. These responsibilities include establishing organizational structure, determining the need for and developing plans for organizational changes, developing organizational goals and objectives, developing and maintaining policies and procedures and directing work of the organization through subordinate levels of supervision. Other responsibilities include overseeing and assisting in the annual budget process, insuring adherence to governmental purchasing policies and procedures, managing administrative staff, personnel records, labor negotiations, disputes and grievances, managing the township’s insurance policies and benefit plans, researching funding opportunities and coordinating grant applications, and managing public relation matters. Mr. Heydel also acts as an advisor to local governing body regarding all administrative issues.

Mr. Heydel was hired as the Business Administrator under the Gabbianelli Administration in January of 2003. He is a financial professional with over twenty years of experience in the financial services industry. His strengths include administration, analysis, compliance, problem solving, project, risk and staff management.

Mr. Heydel is a Veteran of the United States Navy, honorably discharged in 1982. Prior to his discharge he earned a Naval Achievement Medal for Superior Performance and a Good Conduct Medal. Two years later he graduated from William Paterson College of

New Jersey earning his Bachelor’s Degree in Accounting. Mr. Heydel is married with 2 children and is a township resident.

Mr. Heydel recently completed college classes and graduated after earning his Certification as a Public Manager in July, 2005.
